PNG is a lossless format — there's no quality dial to lower. What actually shrinks a PNG is removing redundant encoding overhead (which we do automatically) and, if needed, reducing pixel dimensions. Any tool claiming to hit an arbitrary tiny target while keeping a PNG "lossless and full size" is not being straight with you.
If your PNG is actually a photograph with no transparency, converting it to JPG or WebP will almost always beat resizing a PNG for target-size purposes — we'll flag this automatically after you upload.
